Local portals are files, or collections of files, which are
installed into the boot image. This means that they are always
available, even if there are network connectivity issues. They are
useful, for example, when an operator wishes to install the portal
code on the STB, to avoid or reduce HTTP server traffic, or to
implement a startup portal which is always available on bootup and
can print network connectivity issues, run a troubleshooting
feature, or proceed to launch the main portal via the network.
