Format	Repeat	Description
<VARIABLE>=<VALUE>	Multiple	Add a generic variable followed by value.

Example:
RES_OPTIONS=\"no-server-check debug\",CONTROL=all
This gives:
exec /usr/bin/logwrapper \
/usr/bin/procman -a 999 -l 1000 -u 1100 -e RES_OPTIONS=no-server-check debug -e CONTROL=all \
/usr/bin/sysman

You can't have any , in the value
